PROCEDURES AND RATES FOR LODGING NOTE OF PROTEST (N.O.P.)  

Following is the resume of instructions issued by Ports and Shipping Organization of Iran to masters of al vessels calling a Iranian ports: 

If the master of the vessel believes that owing to Force Majeure the cargo might have been damaged en route from the port of loading , he must prepare a Note of Protest and upon arrival at anchorage/berth and before opening the hatches, submit it together with the photocopies of any entries made by ship’s officers in the Bridge Log Book, to the concerned authority of the port through his agents. 

The concerned Port Authority will certify , sign and seal the Note of Protest and the photocopy of the entry make in the Bridge Log Book , and will file them in the respective file of the vessel. 

If the vessel is carrying that type of cargo for which a fumigation or disinfestation is needed, then the concerned port authority should inspect the cargo prior to certifying the Note of Protest. 

The Note of Protest will not be certified after opening of the hatches or the issuance of the Sailing permit. 

All Iranian or Foreign flag vessels should pay for certification of the N.O.P. according to the following tariff :

Up to 10,000 GRT U.S.$ 300.00 Up to 10,000 GRT RLS. 30,000
Over 10,000 GRT RLS. 50,000 Over 10,000 GRT U.S.$ 500.00

The Note of Protest should be prepared immediately after occurrence of the Force Majeure cause, and the master should have it certified upon arrival at the port. 

The certification of the Note of Protest does not make any port official or authority liable in any way, and such authorities simply act as Notary Publics only.
